new class relay

hey! this is the new class relay with effect from
20th January 2009, 12 noon.

this new relay system is to facilitate the effective sending and receiving of sms.
as the guys are in ns, hp usage is pretty restricted which will lead to delay in sending of msgs.
hence, a new system.

please send down the msgs.
